A power converter with a negative pressure plate and a power generator having the same are provided to be installed without effecting from the flow direction or the installation position or the fluid. A power converter with a negative pressure plate comprises a rotator(100), a plurality of fixture rod(200), and a plurality of negative pressure board(300). In the fixture rod is the exterior of rotator around rotator, it is length extended to radial. The negative pressure board is installed at the end part of fixture rods. The negative pressure board is differently comprised the area exposed from the fluid which is flown to pressure. The negative pressure board generates the power forming the torque direction according to the direction in which the area is gradually decreased since and rotates rotator.
