A pan-tilt device and a camera including the same are provided to realize a compact size by installing a panning module and a tilting module in one housing, which includes an opened front side. A lower part of a housing(200) is combined and horizontally rotated on a fixed base(100). A front side of the housing is opened. A panning module(300) is installed to an inner side of the housing and rotates the housing horizontally. A turn table(400) is combined on the housing and is rotated to a front and rear direction. A tilting module(500) is installed to the inner side of the housing, and rotates the turn table to the front and rear direction. A housing cover(600) is attached to close the front side of the housing.
