A knee airbag is provided to protect a passenger's knee region by forming a structure in which the top of the knee airbag is more expanded than the bottom of the knee airbag. A knee airbag(100) is installed at a lower crash panel. An inflator is installed at the fixed position of the knee airbag. One or more wrinkles which are folded to overlap the knee air bag lengthwise are formed. A plurality of tethers having a hole which expansion gas passes are fixed at different angle and length inside the knee air bag. The tether is made of a first tether, a second tether, and a third tether. The first tether is more narrowly made than the width of the second tether. The third tether is more widely made than the width of the second tether.
