A safety fence having a scaffold for construction is provided to enable an operator to facilitate the finishing of a building by moving closely to the side of the building. A safety fence(100) having a scaffold for construction is composed of a safety fence(10), and a scaffold(20) assembled inside the safety fence. In the safety fence, one side of a guide rail(12) adheres closely to a bracket adhering to an external wall of the building through a hanging hook(12a) and several frames(13) are formed on the other side of the guide rail and a mesh(14) adheres to the outside of the frame and the scaffold protruded to the building is formed at the center of the frame. In the scaffold, a supporter(21) is connected to the inner side of the frame through welding and a coupling plate(22) is mounted on both sides through a bolt and a mesh shaped scaffold(23) is placed on the upper surface.
