An image monitoring camera and a method using collaboration between cameras are provided to perform an image monitoring function through collaboration between the cameras even when a server is down. When a monitoring standby command or event is received(S400), an image monitoring camera is converted into a monitoring standby state that performs an image monitoring function(S402). If a monitoring situation occurs, an event is generated(S404). The event is transmitted to another image monitoring camera(S406). If the image monitoring camera is converted into the monitoring situation state, data of a taken image is stored in a camera image storage unit of the image monitoring camera.
