A waterproofing root-proof sheet and a waterproofing root-proof construction method using the same is provided to maintain durability of building stably when implementing the top greening system. A waterproofing root-proof sheet comprises a foil layer(10) which is formed owing to the metal material, a first modified asphalt layer(20) which is formed in the lower part of the foil layer by the modified asphalt, a reinforcement layer(30) which is formed in the lower part of the first modified asphalt layer by the reinforcing material, and a second modified asphalt layer(40) formed in the lower part of the reinforcement layer by the modified asphalt. The lateral side of the first modified asphalt layer, reinforcement layer, and second modified asphalt layer are formed on the same vertical line.
