A decoupling device of a semiconductor memory is provided to prevent generation of a noise by operating at least one switching device through a decoupling capacitor. One end of a capacitor(MN3) is connected to a power supply voltage. The other end of the capacitor is connected to one end of a first control device(MN4) and a second control device(MN5). The first control device is connected between the other end of the capacitor and a ground. The second control device is connected between the other end of the capacitor and the ground, and is parallel connected to the first control device. The second control device is controlled in response to a control signal(Con1). A third control device is installed between the power supply voltage and the first control device. The third control device is controlled in response to a control signal.
