A packet processing apparatus for streaming DRM interlocking and a method thereof are provided to separately process contents, right information and metadata which are DRM interlocking targets, thereby effectively coping with data transmission modes different according to a DRM system. A contents packetizer(110) provides separated contents packets to a packet transmitter after separating contents into contents packets. A right information packetizer(120) provides the separated right information packets to the packet transmitter. A metadata packetizer(130) provides the separated metadata packets to the packet transmitter after separating the metadata into metadata packets.
