A system and a method for detecting obstacle using a phase locked loop are provided to enhance productivity by omitting a complicated frequency tuning process when manufacturing an electrostatic capacity detecting circuit. A system for detecting obstacle using a phase locked loop includes a sensor strip, a RF oscillator, a phase locked loop part, an electrostatic detecting module, a control module, and a transmission line. The sensor strip(110) detects electrostatic capacity. The RF oscillator(121) is connected to the sensor strip. The phase locked loop part(150) maintains an oscillation frequency of the RF oscillator into a set value. The electrostatic capacity detecting module(100) includes a first MCU(160) which controls operations of the phase locked loop part. The control module(300) includes a second MCU(310) which controls the first MCU of the electrostatic capacity detecting module. The transmission line(200) connects the electrostatic capacity module to the control module.
