The vehicle has ultra-light weight wheels including floating fins with sufficient volume and size such that a body of the vehicle is not contacted with a water level. The wheels are made of light weight and resistant material such as aluminum, amalgamated plastic material, or any other material having density that permit a body of the vehicle to be maintained above a floating level, while supporting a significant load. The wheels are articulated with respect to a chassis of the vehicle by considering nature of a liquid surface e.g. river level.
