PROBLEM TO BE SOLVED: To avoid a congested state of a SIP server even when SIP session connection requests is instantaneously (burst) generated in a concentrated manner. SOLUTION: A subscriber accommodating apparatus 103 connected to a subscriber terminal 101-1 which a subscriber has transfers a call connection request signal transmitted from the subscriber terminal 101-1 to a call control unit on the basis of: the number of session connections processed by the call control unit which sets calls in accordance with call connection request signals; and a prescribed threshold.
