PROBLEM TO BE SOLVED: To provide a communication device appropriately issuing an evacuation instruction when receiving an emergency earthquake announcement even in the state where the accuracy of an internal clock can not be guaranteed or even in the state where the internal clock is stopped. SOLUTION: The communication device of this invention is provided with a first communication unit including a network card and a wireless LAN apparatus, etc., connectable to a communication network. The communication device is also provided with an evacuation instruction unit that receives an emergency earthquake announcement distributed by the Meteorological Agency from a wide area communication network such as the Internet using the first communication unit and outputs character images or sounds for the instruction of evacuation. It is also provided with a timing means for timing the present time and a time adjusting means for adjusting the timing means. In case the emergency earthquake announcement is received in the state where the time adjusting means can not guarantee the accuracy of the time timed by the timing means, the evacuation instruction means issues the evacuation instruction on the basis of earthquake information not related to the time. The time adjusting means determines that it is the state where the accuracy of the timing means can not be guaranteed in case time information can not be acquired from an NTP server.
