PROBLEM TO BE SOLVED: To facilitate layout design of an integrated circuit satisfying restrictions on input signals of respective portions. SOLUTION: The circuit design assisting device 1 for the integrated circuit includes: a netlist read unit 101 which acquires a netlist of the integrated circuit, a terminal selecting unit 103 which specifies a terminal of a hard macro as a selection terminal, a terminal connection scanning unit which generates scan information as information associated with connection relation between the selection terminal and a cell connected to the terminal, and a buffer addition/change determining unit 107 which determines that a buffer circuit is connected to the selection terminal or a buffer circuit connected to the selection terminal is changed according to the generated scan information.
