PROBLEM TO BE SOLVED: To prevent the occurrence of image deletion due to corona discharge product. SOLUTION: The charger 100 includes a casing 102 having an opening 106; and a shutter plate 130 for opening or closing the opening 106; and a moving means for moving the shutter plate 130. When the shutter plate 130 is moved from an opening position to a closing position by the use of the moving means, the casing 102 in a charging position is forcibly moved by the shutter plate 130, from the charging position to a retracting position against spring force of a compression coil spring 128.
