PROBLEM TO BE SOLVED: To provide a cotter assembling device capable of smoothly inserting a cotter opener to open a cotter when inserting the cotter opener to the cotter. SOLUTION: In the cotter assembling device 10 provided with the cotter opener 14 for opening the cotter 40, an end of the cotter opener 14 contacts with an inner periphery of the cotter 40. The cotter assembling device 10 includes three or more first portions provided separately, and second portions arranged between the adjacent first portions, wherein length of the second portion from a side face to a central axis in a radial direction on a cross section orthogonal to the central axis of the cotter opener 14 is shorter than that of the first portion.
