PROBLEM TO BE SOLVED: To provide a coupling coil forming method and a coupling coil forming device capable of accurately securing the distance between first and second coils, formed into a rectangular tube shape and in parallel with each other by bending a rectangular wire. SOLUTION: A coupling coil forming device 20 comprises a wire delivery unit 21 for arranging a rectangular wire W, straight along a winding processing line A and supporting the same; a winding head mechanism 25 arranged in the downstream side of the wire delivery unit 21 ahead in a rectangular wire guidance direction on the winding processing line A; and a device body 30 for supporting the wire delivery unit 21 and the winding head mechanism 25. The winding head mechanism 25 comprises a winding head portion 26 for bending the rectangular wire W by 90 degrees and a head body 27 for setting a variable processing position of bending along the winding processing line A, relative to the winding head portion 26.
