PROBLEM TO BE SOLVED: To improve operation efficiency by reducing fluid leak during operation. SOLUTION: An annular piston 40 divides a cylinder chamber 60 and 65 into an outer cylinder chamber 60 and an inner cylinder chamber 65, and a blade 45 having a hollow part 74 between an outer blade 72 and an inner blade 73 divides each cylinder chamber 60, 65 into high pressure chambers 61, 66 and low pressure chambers 62, 67. An outer piston side end plate 44 facing an outer cylinder 38 an inter piston side end plate 41 facing an outer cylinder 36 are connected to the piston 40. A first seal clearance 76 between the hollow part 74 and a straight part 46 of the piston 40 is greater than a second seal clearance 75 between the outer blade 72 and an outer piston side end plate 44, and a third seal clearance 77 between the inner blade 73 and an inner piston side end plate 41.
