<P>PROBLEM TO BE SOLVED: To provide a blind having a function of decomposing a noxious gas and an odor not only by irradiation with sunlight but also with irradiation by an indoor visible light source. <P>SOLUTION: One or more members constituting the blind is coated with a visible light response type photocatalyst powder having a color of a*≤-5, b*≥-5 and L*≥50 when the color of a tungsten oxide photocatalyst power is expressed by the L*a*b* color coordinating system.
