PROBLEM TO BE SOLVED: To provide an organic EL device of phosphorescent characteristic, which has high efficiency and long service life, and to provide a solution containing an organic EL material. SOLUTION: The organic EL device 1 includes a positive electrode 3, a negative electrode 4 and an organic thin film layer 10 provided between the positive electrode 3 and the negative electrode 4. The organic thin film layer 10 has a phosphorescent layer 5 containing a host and a phosphorescent dopant. The host includes a first host and a second host. The first host has a polycyclic condensed aromatic skeleton portion which has 10-30 nucleus atomic number and may have substituents, and the ionized potential of the second host is smaller than the ionized potential of the first host.
