PROBLEM TO BE SOLVED: To provide a rubber composition having a low air permeability and a pneumatic tire having a sharply reduced air permeability by using the rubber composition for an inner liner. SOLUTION: The rubber composition for an inner liner comprises 100 pts.mass of a diene-based rubber and, incorporated therewith, at least 10 pts.mass and at most 100 pts.mass of platy silica having a nitrogen adsorption specific surface area (N<SB>2</SB>SA) of at least 50 m<SP>2</SP>/g. Desirably, the platy silica includes at least 2,000μmol/g of a silanol group, and has an average diameter of its flat surface of at most 20μm and an aspect ratio of at least 10.
