PROBLEM TO BE SOLVED: To provide a technique capable of ensuring a sufficient welding strength, and enhancing the degree of versatility on design of a shape of an end part of a tubular container. SOLUTION: A sealing device is equipped with a pressing means which is arranged around a seal part to press the seal part while directly applying the heat to the seal part, and a moving means for moving the pressing means in the pressing direction. The pressing means includes a first pressing part having a shape simulating one part of a predetermined shape which presses an area on a fore end side of a tubular container out of the seal part and welds the area, and a second pressing part having a shape simulating the other part of the predetermined shape which presses an area on a base end side out of the seal part by applying the force larger than the pressing force by the first pressing part, welds the area, and cuts the area on the base end side.
