PROBLEM TO BE SOLVED: To provide a variable winning device having an open/close member prevented from being opened even if a fraudulent act is applied to open from outside and reliably preventing a fraudulent act, and a game machine using the same. SOLUTION: The game machine includes first operation parts 31a to move open/close members 19 in their opening directions and second operation parts 31b to move them in their closing directions, both of which work in connection with engagement parts 34 eccentrically-connected with spindles 25 on the back side of the open/close members 19. The engagement parts 34 includes stopper parts 35 to prevent the second operation parts 31b from turning in their opening directions when the open/close members 19 are in a closed state. If any opening turning force is given to the open/close members 19 from outside when an electric power source 22 is kept off, the second operation parts 31b come into physical contact with the stopper parts 35 to keep the open/close members 19 from turning in the opening directions.
