PROBLEM TO BE SOLVED: To readily and stably fix a test vehicle with optimum traction. SOLUTION: In a vehicle locking device 100 for fixing a vehicle V for placing drive wheels on a roller 2 in a chassis dynamometer, having the roller 2 for placing the drive wheels of the vehicle, a traction angle for pulling the vehicle V is detected; optimum traction for pulling the vehicle V is determined, based on the detected angle; and the vehicle locking device 100 is controlled, based on the traction determined, thus reeling up a belt 105 and hence, readily and stably fixing the test vehicle with optimum traction.
