PROBLEM TO BE SOLVED: To predict accurately generation of fog at a local spot. SOLUTION: A weather prediction part 11 predicts respectively the lowermost layer cloud water quantity of the atmosphere and a ground surface humidity up to the future of several hours periodically in each area divided into a mesh shape based on a weather prediction model. A fog determination part 13 determines generation of fog in the area based on the lowermost layer cloud water quantity and the ground surface humidity predicted in the area, and supplies the determination result to a fog information providing part 14. The fog information providing part 14 generates fog prediction information to be provided to a user based on the determination result, and provides it to a utilization terminal of the user through a network or the like.
