PROBLEM TO BE SOLVED: To provide a drying device capable of quickly drying a recording medium and to provide a printer that ensures satisfactory printing quality and high speed printing. SOLUTION: The printer 1 includes a recording head 2 that ejects a liquid droplet onto paper 10 and moves relative to paper 10; a pair of microwave heads 50A and 50B that are disposed on both sides of the recording head 2, one for each, and emit microwaves to the paper 10. Of the pair of microwave heads 50A and 50B, the microwave head 50A located in front of the other in the moving direction of the recording head 2 detects the moisture content of the paper 10 and, based on the result of the detection, optimizes conditions for the emission of a liquid droplet from the recording head 2.
