PROBLEM TO BE SOLVED: To efficiently utilize a communication line by a power line by connecting a plurality of terminals without using any dedicated servers in a power-line multiplex communication system, or the like. SOLUTION: N terminals 1, 2, 3, ..., n capable of mutually transmitting and receiving data by the power line have a time division multiplex communication section T for securing a bus line, where one frame is time-divided into n+1 slots to assign a common control channel and n real-time data channels. The time division multiplex communication section T transmits the real-time data channel packet of channel information including a terminal ID of the terminal that has already acquired a channel and the real-time data by the slot of a vacant real-time data channel. When a self terminal ID corresponds to a synchronous packet transmission terminal based on a synchronization rule in the terminal IDs of the terminal that has already acquired a channel obtained from other terminals, a synchronous packet is transmitted, and transmission and reception are synchronized based on the synchronous packet when transmitting and receiving the synchronous packet.
