PROBLEM TO BE SOLVED: To provide a determination device of an internal combustion engine capable of determining quickly and highly accurately whether the operating state of the internal combustion engine is a steady state. SOLUTION: The determination device 1 of the internal combustion engine 3 includes an ECU 2. The ECU 2 calculates indicated mean effective pressure IMEP according to in-cylinder pressure PCYL (steps 1 to 3), calculates required torque TRQ according to an engine speed NE and a gas-pedal opening AP (steps 10 and 11), and then determines whether the operating state of the internal combustion engine 3 is the steady state (step 22).
