PROBLEM TO BE SOLVED: To solve a problem that insulation performance deteriorates, due to a larger distance between a shield provided at the uppermost stage and a discharge gap connected to a voltage extracting line, when only the circuits up to the intermediate stage of stacked charge/discharge circuits are to be used, by using a conventional multi-stage type impulse voltage generator. SOLUTION: Deterioration of the insulation performance up to a discharge gap G is eliminated, by allowing the shield 50 to move in a stack direction of the charge/discharge circuit 10 and moving the shield 50, up to the position around the charge/discharge gap G which is connected to the voltage extracting line 70.
