PROBLEM TO BE SOLVED: To provide an end mill capable of improving its machining accuracy while securing tool rigidity, and its manufacturing method. SOLUTION: In the end mill 1, since the end P1 of a tip seat 14 on the rear end side of a tool body 10 is set within a range of a cutting part 12, the tip seat 14 can be formed not to be excessively large while suppressing reduction in tool cross-sectional area compared to the case that the end P1 is set within a range of a shank 11. This can secure tool rigidity and suppress chattering resulting from lowered tool rigidity when a workpiece is cut, thereby contributing to improvement in machining accuracy.
