A chilled ammonia based CO2 capture system and method is provided. A promoter is used to help accelerate certain capture reactions that occur substantially coincident to and/or as a result of contacting a chilled ammonia based ionic solution with a gas stream that contains C02. The promoter can be piperazine or an enzyme system.
