A method, an apparatus and a system for allocating a radio network temporary identifier are provided to allocate absolute speed control information by using one E-AGCH. A mobile terminal transmits an RRC connection request message to a wireless network control unit(S102), and an RNC requests the setting of a wireless channel, and a base station includes the allocation information for two wireless network temporal identifiers to a response message for the wireless channel set request message(S106). The base station transmits the response message to the RNC(S108). A data transmission barrier is set up between the base station and an RNC, and a wired resource is setup between the base station and the RNC(S110). The synchronization for the wired resource is performed(S112), and a base station transmits absolute speed control information to the mobile terminals(S118).
