MOTION PICTURE ENCODING APPARATUS AND MOTION PICTURE ENCODING METHOD

PROBLEM TO BE SOLVED: To provide a motion picture encoding apparatus capable of converting inter-coding data into intra-coding data while maintaining image quality, and to provide a motion picture encoding method.

SOLUTION: An encoder apparatus 1 causes a Long-GOP encoding section 11 to encode an input image into Long-GOP data. A first prediction image generating section 13 performs intra-prediction of an original image corresponding to the inter-encoding data on the basis of a prediction parameter determined in an intra-predictor 12 and generates a prediction image. A second prediction image generating section 14 performs intra-prediction of a decode image of the inter-encoding data on the basis of the determined prediction parameter and generates a prediction image. An error calculator 15 outputs a difference between the two prediction images as error data. A converter 2 causes a third prediction image generating section 22 to perform intra-prediction decoded data of the Long-GOP data, and an error adder 23 to add the error data to convert the data into All-Intra data.
