PROBLEM TO BE SOLVED: To prevent authority to receive a service from being transferred to any disqualified person. SOLUTION: An authority transfer system is provided with a transfer origin terminal 102 for transferring authority to receive a service to a transfer destination terminal 101 and a management server 103 for communicating with the transfer origin terminal 102. The management server 103 judges whether or not the attribute information of the user of the transfer destination terminal 101 transmitted from the transfer origin terminal 102 satisfies service provision conditions, and when judging that the service provision conditions are satisfied, the management server 103 transmits authority transfer permission information to permit the transfer of authority to receive a service to the transfer origin terminal 102.
