PROBLEM TO BE SOLVED: To provide an optical waveguide material using a fluorine-containing resin and an optical waveguide having satisfactory low dielectric property, photosensitivity, low temperature processability and the like.

SOLUTION: The optical waveguide material and the optical waveguide use a fluorine-containing resin having a heterocycle with a substituted fluoroalkyl group in a repeating unit.
