PROBLEM TO BE SOLVED: To solve the problem that, at an access point where a resource can be reserved before handover, since the probability for a mobile station to actually use a resource reserved is not known and resource consumption can not be accurately predicted, the access point can not make a suitable response to a resource request from the mobile station and the mobile station can not efficiently use the resource that the access point includes. SOLUTION: An access point calculates a resource use probability from a resource reservation status and a resource use status of a mobile station at the access point. Based on a result of the calculation, the access point determines whether to accept a resource request from the mobile station, thereby efficiently using resources. COPYRIGHT: (C)2009,JPO&INPIT
