PROBLEM TO BE SOLVED: To provide a heat exchanger having high heat exchange performance and capable of effectively dissipating heat generated inside a hermetically sealed container to outside, to provide an electronic apparatus receiving box, and to provide an electronic apparatus testing box. SOLUTION: The heat exchangers 1, 2 for dissipating heat generated inside the hermetically sealed container to outside include: a base plate 10 that defines the inner side and outer side of the hermetically sealed container; inner fins 20, 20a erectly provided on the inner side of the base plate 10; outer fins 30, 30a erectly provided on the outer side of the base plate 10; and a fan 40 fixed on the tip end portion of the inner fins 20, 20a or the outer fins 30, 30a.
