PROBLEM TO BE SOLVED: To prevent excessive energy consumption, to prevent complication and enlargement of a device constitution, and to prevent breakage, degradation, and reduction in detection accuracy of a pressure sensor. SOLUTION: A controller 10 controls start and stop of current-carrying to a heater 33 in response to the determination result of whether the humidity detected value output from a humidity sensor 35 or an upstream-side state sensor 41 is a threshold humidity HY (L/H) having a predetermined hysteresis or higher. When the current-carrying to the heater 33 is executed, the controller 10 controls the current-carrying amount of the heater 33 so that the temperature detected value output from a temperature sensor 34 is within a predetermined temperature range according to threshold temperature TE (L/H) having a predetermined hysteresis.
