PROBLEM TO BE SOLVED: To obtain a control operation device in case of earthquake for an escalator, changing an operation method based on earthquake arrival time predicted by using an emergency earthquake news flash and permitting passengers to safely perform evacuation action. SOLUTION: The control operation device in case of earthquake is provided with an emergency earthquake news flash receiving device 14; an emergency earthquake news flash analyzing means 13 for calculating earthquake arrival prediction time; an escalator control board 9; a control device 12 for earthquake control operation; a passenger presence/absence confirmation means; and an informing means for informing reception of the emergency earthquake news flash and stop by the earthquake control operation. When the emergency earthquake news flash is received, if no passengers ride the escalator, stop in accordance with the emergency earthquake news flash is informed to stop the operation of the escalator. When time required for stepping off of passengers is earlier than the earthquake arrival prediction time, the escalator is operated, stop in accordance with the emergency earthquake news flash is informed, and then the operation of the escalator is stopped after the passengers are stepped off the escalator. When the earthquake arrival prediction time is earlier than the time required for stepping off of the passengers, after stop in accordance with the emergency earthquake news flash is informed, the operation of the escalator is stopped.
