PROBLEM TO BE SOLVED: To eliminate defective adhesion between core paper and back liner paper by making the quantity of a paste dislocation from a pasting roll to a core paper step top part proper and to attain a low cost by saving the consumption of the paste. SOLUTION: The pasting roll 8 is made to approach a downstream side step roll 5 while the pasting roll 8 is rotated at a peripheral speed different from that of the downstream side step roll 5. When the detected value of the driving torque of the pasting roll 8 is larger than a set value, the first clearanceσbetween the pasting roll 8 and the downstream side step roll 5 is determined to be larger than the thickness t of the core paper to contract the first clearanceσ, and the second clearance d between the pasting roll 8 and a doctor roll 9 is expanded to increase the amount of the adherent paste. When the detected value of the driving torque is smaller than the set value, the first clearanceσis determined to be smaller than the thickness t of the core paper to expand the first clearanceσ, and the second clearance d is contracted to decrease the amount of the adherent paste.
