An SMS(Short Message Service) apparatus and a method thereof for applying retransmission regulation in which a retransmission cycle is independent according to the outside inter working function are provided to prevent message reception defective by using equipment by differentially setting up a retransmission cycle. A storage(705) stores an inter working function retransmission regulation. A discriminating unit(701) determines whether the application of the retransmission regulation of the specific inter working function with reference to the inter working function retransmission regulation. In case the retransmission regulation is applied, an operation mode setting unit(703) extracts the retransmission regulation about the specific inter working function.
