LOAD DISTRIBUTING METHOD OF MOBILE COMMUNICATION SYSTEM, AND MOBILE COMMUNICATION SYSTEM

PROBLEM TO BE SOLVED: To enable a radio network controller in a mobile communication network to perform communication by a portable terminal even when not only a congestion but also a failure abnormality occur with respect to a load distributing method of a mobile communication system and a mobile communication system.

SOLUTION: The load distributing method includes a step in which a radio network controller notifies a state management server 1 provided in a core network of a device load factor and a cord list issued to a portable terminal 4; a step of notifying subordinate base stations 3 (3-1 to 3-m) that a radio network controller under a direct control is in a congested or failed state on detecting that a radio network controller state management server is in a congested or failed state from a device load factor notified from the radio network controller; a step of inquiring of the state management server as to a radio network controller of a transfer destination when the base stations receiving a notice from the state management server receive a call signal from a portable terminal; and a step for transferring the call signal to the acquired transfer destination.
