PROBLEM TO BE SOLVED: To seal a case without much labor and time, to improve the reliability and productivity, and to reduce a cost. SOLUTION: By storing a case 17 and terminals 10 using a liquid resin formation portion 18, the case 17 and the terminals 10 and the liquid resin formation portion 18 are joined by molding using a liquid having a low viscosity. As a result, the case 17 and the terminals 10 are closely adhered and it is not likely that an operating oil penetrates spaces between the case 17 and the terminals 10 due to capillarity. A change in extraction and contraction with a change in temperature is absorbed by the entire body of the liquid resin formation portion 18, so that the occurrence of capillarity can be prevented even if there is a change in temperature. The occurrence of capillarity with a change in temperature can be prevented also by embedding an end of a heat sink 16 in the liquid resin formation portion 18.
