PROBLEM TO BE SOLVED: To solve such problems that a drying-type powdery putty material is a putty material having a property to cure by the drying of water and having a slow dryness and an easy solubleness in water under the influence of a water-based resin and a water retaining agent and also that a curable-type powdery putty, when mixed with a cure accelerator, is easy to cure more speedily and hard to set a pot life. SOLUTION: The method is such a method that the leaving a coat (a fixation accelerating sealer for use in an undercoat) as it is, not the mixing therewith, on a backing under a coating material permits the chemical reaction with a component in the coating material and then the improvement of such qualities as the cure acceleration and water-resistance enhancement.
