<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of supplying an externa load with just enough power, even when an operation state switching is performed. <P>SOLUTION: A warm-up timing determination unit 70a determines whether a warm-up timing has come according to a temperature of a fuel cell stack. A transition target voltage decision unit 70b decides an output target voltage of the fuel cell stack during a warm-up operation, and a voltage change speed decision unit 70c decides a voltage change speed according to a power request to the fuel cell stack, an output target voltage of the fuel cell stack during the warm-up operation which is output from the transition target voltage decision unit 70b, and an output voltage at the moment of detection by a voltage sensor.
