PROBLEM TO BE SOLVED: To provide a transmission control device enabling to adequately cancel neutral control, and to provide a transmission control method and program. SOLUTION: An CPU 41 continues neutral control when another vehicle stopped on the front side of an own vehicle 2 is not moved even in the condition that it can enter into a railway crossing during carrying out neutral control, as stopped in front of the railway crossing (S12: YES-S211: NO-S213: YES-S215: NO-S212). The CPU 41 cancels the neutral control with the shift stage of a transmission 72 into a forward travel range when another vehicle stopped on the front side of the own vehicle 2 is moved forward (S12: YES-S214: NO-S213: YES-S215: YES-S214).
