PROBLEM TO BE SOLVED: To provide an optical subscriber line terminal station device capable of preventing a packet from being discarded in ONU (Optical Network Unit) and efficiently using the down band of PON (Passive Optical Network). SOLUTION: A transmission packet amount correcting part 18 corrects a transmission packet amount to ONU to a buffer residual amount when an ONU buffer residual amount updated by a buffer residual amount updating part 16 is smaller than a transmission packet amount determined by a scheduling processing part 17. A transmission sequence changing part 19 changes a transmission sequence to a plurality of ONUs so as to set values (amount of buffer allowance) obtained by subtracting the transmission packet amount determined by the scheduling processing part 17 from the ONU buffer residual amount updated by the buffer residual amount updating part 16 in a descending order.
