PROBLEM TO BE SOLVED: To provide a speed measurement method for measuring the cycle of an immobile object, the motion vector of the immobile object and the motion vector of a mobile object, and for calculating the speed of the mobile object by using the measurement results, the prescribed value of the cycle of the immobile object and the frame rate of an aerial photographic image, and for highly accurately measuring the speed of the mobile object with a small amount of computational complexity. SOLUTION: The image pyramid of a white line image is created (step S10), then the cycle of a lane border line is detected (step S11), and the motion vector of the lane border line is detected (step S12), and the image pyramid of the image from which white lane is removed is created (step S13), and a mobile object image is created (step S14), and the coordinates and motion vector of a vehicle are detected (step S15), and the speed of the vehicle is calculated (step S16).
