A vehicle body tilting device for a railroad vehicle has a telescopic hydraulic actuator (A) placed between a vehicle body (D) and a bogie (W), an actuator circuit (5) for extending and retracting the actuator (A), a damping and locking circuit (13) for damping extension and retraction of the actuator (A) caused by external force. The damping and locking circuit (13) has a blocking mechanism (17, 18, 19, 43) for blocking the flow of hydraulic oil caused by extension and retraction of the actuator (A) caused by external force. Operation of the blocking mechanism (17, 18, 19, 43) performed by selectively using the actuator circuit (5) and the damping and locking circuit (13) causes the vehicle body tilting device to function as an actuator for tilting the vehicle body, as a damper for absorbing impact and vibration acting on the vehicle body, and as a stop cylinder for stopping tilting of the vehicle body.
