MOBILE COMMUNICATIONS SYSTEM, TRANSMISSION POWER CONTROL METHOD THEREOF, AND BASE STATION USED FOR THE SYSTEM

PROBLEM TO BE SOLVED: To prevent interference to a downlink signal AICH by other interfering waves and allow to improve AICH reception probability at a mobile station to enable stable call connection and data transmission.

SOLUTION: In a mobile communication system including a mobile station, a base station, and a host system of the base station, wherein the mobile station sends a given preamble to the base station repeatedly until receiving a signal indicating message send permission prior to sending the message to the base station, the base station 1 is provided with a reception quality measurement part 31 for measuring reception quality of the message and a transmitting power control part 32 for controlling transmitting power of a downlink signal including the signal indicating the send permission according to the reception quality by the reception quality measurement part 31.
