A retaining wall assembly device using a permanent anchor and a concrete panel is provided to increase bearing pressure of the upper and lower part supported by a footing concrete panel and to enlarge contact area. A retaining wall assembly device using a permanent anchor and a concrete panel is comprised of coupling force of the anchoring force of the permanent anchor and plural concrete panels and footing concrete panel in order to maintain the retaining wall in the slope of a terraced sloping ground after assembling. The concrete panel comprises a plurality of first and second panels maintaining the appropriate thickness, width and the length of the length and is made of the rectangular parallelepiped, right and left coupling members which is formed to be respectively corresponded to left and right of first and second panel, and for from side to side interconnecting first and second panel, and a reinforcement projection member for reinforcing the intensity of first and second panel.
